Starting at the onset of WW2, the German U-boat fleet made a concerted effort to sink North American convoys supplying England. German agents monitored North American ports for movements of ships carrying troops and supplies. It was feared that these enemy agents could use the mail system to help identify when ships were leaving ports like Halifax, Nova Scotia for England. To address this security concern, Canadian postal authorities removed the city/town name from cancelling devices at 23 Eastern and Western Canada locations.
