The best I can tell you is that this is very similar to many local, Danish seals that I have seen. I have done a couple of image searches and also tried using different search terms such as norge, norway map, seals, labels, cinderellas and combinations of these and come up empty handed.

I'm pretty sure it's not a Christmas seal, although that is certainly a good guess by Darrin.

It is a label, possibly from a booklet pane, but I can't put my finger on it. Getting too old for this. Can't remember anything anymore. I'll check my Facit when I return home.

I did check my Facit before I left on my trip and did not see it. The perforation is poor, so it is likely some sort of private cinderella.
