I'm not sure what modern albums and catalogs do, but My old Scott 1982 catalog has "KENYA, UGANDA AND TANZANIA", then lists within that catagory (in chronological order) East Africa and Uganda Protectorates, then Kenya and Uganda, then Kenya Uganda and Tanganyika, and then finally Kenya Uganda and Tanzania.
Yup, that has to do with how the stamp-issuing entity changed over time.
