Biil Steiner's Pages and Belgium

Hopefully someone familiar with Bill Steiner's pages can help. I'm a little confused.

I'm sorting out Belgium, King Albert I 1915-1920 series - page 7 in the Belgium 1940 PDF. I see where these stamps correspond with the Scott catalog. But he has, on page 8 of that same PDF, what appears to be the same set broken down into different varieties.
 What's confusing me is that I'm going to place the 3 centime on the page. It appears to be a type I. But he doesn't have it listed on page 8 with the other varieties page. But it appears on page 7 with the entire set.
Am I looking at this correctly? Is page 8 the same set on page 7, just broken down or am I missing something?
Or Is page 8 just incorrect?

Page 8 would be considered a bonus page for those who want to distinguish/mount print varieties. The only denominations that exist in more than one print variety are the 1,2,5,10,15,20c stamps. Therefore, all other denominations must go on page 7.

What was confusing me is that it's a great idea and he didn't do it anywhere else, or at least I haven't seen it.

What I found interesting is that he includes Type Ia, which is actually not mentioned in Scott (at least not as of the 2014 Scott Classic nor the 2017 Scott Standard).

The 5c stamp is the only one that exists in all the different printings.

All the other denominations that only exist in one printing (London 1915), are Type I, EXCEPT for the 3c stamp. Given the new Type Ia definition, that statement may no longer be true.

The 3c stamp was issued in 1920, and I had always assumed it was part of the London 1920 printing, which would make it Type III. However, I never bothered to confirm this -- I figured I would find out if I ever got my Benelux catalog... Maybe I should pull mine out to check?
